To unlock him, win 33 consecutive matches in arcade mode.

Unlock Mask

To unlock Mask enter the arcade mode, wait until the best record appears, then press Right, Left, Right, Left, X + Y.

Unlock Mask and Skyscrape

Win all the gold belts in Legend Mode with all regular unlocked characters. You will get Mask with one gold belt to go and Skyscrape after winning the last belt.
